What it is built against
These are not the latest releases. They are the exact versions installed on the development machine, and each one is confirmed loading without errors in the game’s own logs. Matching the game patch matters more than using the latest tag.

Phantom Liberty
The expansion is not installed on this machine, so nothing in the mod may assume it exists. Dogtown is treated as content that might be missing: any district logic that touches it must check first, and degrade quietly if the answer is no.
